Meeting Format

The Consortium shall adopt Roberts Rules of Order, the primary application of Parliamentary Procedure in the United States of America, for conducting official Consortium business.  

It is recommended, but not required, that the President conduct General Body plenary meetings and other official meetings involving General Body membership using a strict following of Roberts Rules to ensure equitable and effective discussion amongst all members. However, a relaxed following of Roberts Rules may be applied in plenary meetings if it is clear that discussion can occur between members in a friendly, courteous, and efficient manner. The President reserves the right to change the strictness of the applied procedure as required. 

It is recommended that Sub Group meetings be conducted using a relaxed following of Roberts Rules, unless it is clear that a friendly and courteous discussion forum can’t be achieved. The Sub Group Chair has discretion over setting the strictness of Roberts Rules in his or her Sub Group.
