This document describes the Terms of Reference for the formation and establishment of the Independent Data Consortium for Aviation (IDCA,) henceforth referred to as IDCA:TOR. It will allow the consortium to establish an organization based on a set of membership rules. It defines a process to allow IDCA to establish working groups and hold meetings supported by a legal counsel to ensure competition law compliancy.  

The IDCA:TOR describes the mission and scope of the consortium, its vision and its activities.  

The scope of IDCA is expected to increase as the consortium matures and new activities are pursued, new working groups are established, or new business avenues are investigated. 

To illustrate the kinds of activities that IDCA will undertake, the Appendix* contains four use-cases:  

  • “Rotable Part Pool” information sharing as a short-term topic  

  • Safeguarding airworthiness documentation  

  • Analytics Data Usage (blockchain linking off-chain data) 

  • “Accelerating AI” using a Data Market for AI development (as research topic)  

The section of the IDCA:TOR on Organizational Structure describes how IDCA will be governed by a board and managed by an executive team overseeing working groups engaging with members. It also proposes the format of meetings. 

The section on Membership proposes two types of IDCA members (Full and Associate), their rights and obligations, and a membership fee structure. 

The use-cases in the Appendix* are only illustrative; once active, Full IDCA members will discuss, develop, and reach consensus on the actual roadmap that will govern the activities of the consortium, including the establishment of appropriate working groups.
